Arshia Nilchian Board Member

Arshia Nilchian is a graduate of the University of Washington School of Law with experience in both federal and state judicial settings. He has served as a judicial extern, public interest leader, and accomplished mock trial competitor, and currently serves on the Bellevue Planning Commission.

Arshia brings a strong public service ethic and emerging legal perspective to PorchLight’s board. He is motivated by issues of access, fairness, and community responsibility, and values the opportunity to contribute to an organization addressing homelessness through systems-level change.

Steve Holmes Board Member

Steve Holmes recently retired as Division Vice President of Government and Regulatory Affairs for Comcast Cable, overseeing policy and regulatory matters across 13 Western states. His career spans public service, legal practice, and executive leadership, including roles with Charter Communications and the City of Seattle.

Steve brings decades of regulatory, legal, and community experience to PorchLight’s board. He is committed to advancing thoughtful housing and homelessness solutions and values PorchLight’s role in partnering with public agencies to create lasting community impact.

Brian Warnock Board Member | Fundraising Committee

Brian Warnock is a technology and digital marketing professional with Symetra in Bellevue. He brings expertise in digital strategy and transformation, with a strong interest in helping nonprofits expand their reach and effectiveness through thoughtful use of technology and data.

As a member of the Fundraising Committee, Brian contributes marketing insight and strategic perspective to support donor engagement and visibility. He is motivated by the opportunity to strengthen PorchLight’s capacity and connect more people to meaningful ways of supporting the mission.

Don Castle Board Member | Fundraising Committee | Immediate Past Chair

Don Castle brings more than 30 years of experience in corporate and nonprofit leadership, along with a long-standing commitment to service. He currently works at World Vision and has been deeply engaged in volunteer efforts supporting men experiencing homelessness, including direct service at shelters and street outreach.

As the Board’s immediate past Chair and a member of the Fundraising Committee, Don continues to provide steady leadership and institutional knowledge. He is passionate about sustaining PorchLight’s model and ensuring the organization has the resources and partnerships needed to help men achieve stable living.

Bonnie Bowie Board Member | Governance Committee

Bonnie Bowie brings a lifelong commitment to service through a distinguished nursing career and extensive community volunteer work. She currently serves as Associate Dean for Graduate Programs at Seattle University College of Nursing and has supported public health and homelessness-focused initiatives across King County.

A longtime PorchLight volunteer before joining the Board, Bonnie now serves on the Governance Committee, where she contributes her experience in leadership development and organizational culture. Her dedication reflects a deep belief in community care, education, and the importance of stable support systems.

Howard Coleman Board Treasurer | Finance Committee

Howard Coleman serves as Managing Director and General Counsel at Coldstream Wealth Management, bringing extensive experience in finance, investment strategy, and legal oversight. His career includes senior roles in investment management and securities law, as well as board leadership in higher education and nonprofit organizations.

As Board Treasurer and a member of the Finance Committee, Howard provides critical financial oversight and strategic guidance. He is committed to ensuring PorchLight’s fiscal health, transparency, and long-term sustainability so the organization can continue delivering reliable services to the community.

Crissa Cugini Board Secretary | Governance Committee

Crissa Cugini is an attorney with Davis Wright Tremaine LLP, where she advises clients on real estate transactions and complex legal matters related to property ownership. Born and raised in Renton, she brings many years of board service experience, including leadership roles with Imagine Housing, Habitat for Humanity Seattle–King County, and Renton Regional Community Foundation.

As Board Secretary and a member of the Governance Committee, Crissa supports strong organizational oversight and effective board operations. She is deeply committed to nonprofit governance and brings a thoughtful, detail-oriented perspective to helping PorchLight remain well-positioned to serve the community.

Judy Faast Vice Chair | Fundraising Committee

Judy Faast brings more than 15 years of nonprofit leadership experience in her second career, with a focus on addressing poverty and homelessness. She previously served as a director at Hopelink, supporting marginalized communities across North and East King County. As a former longtime Bellevue resident, Judy brings both professional insight and deep local perspective to PorchLight’s work.

As Vice Chair and a member of the Fundraising Committee, Judy is an active advocate for sustainable funding and community engagement. Her long-standing connection to the Eastside, a personal link to homelessness, and commitment to equity inform her thoughtful approach to advancing PorchLight’s mission and strengthening its community partnerships.

Jay Woolford Board Chair | Governance Committee

Jay Woolford brings more than 35 years of executive leadership in senior housing and community development to his role as Board Chair. As former CEO of Sustainable Housing for Ageless Generations (SHAG), he led the development of innovative housing solutions, integrating supportive services that strengthen long-term stability. Jay offers deep experience in strategic planning, organizational growth, and mission-driven leadership.

As Board Chair and a member of the Governance Committee, Jay is deeply engaged in guiding PorchLight’s long-term direction and organizational health. He is committed to strong governance, thoughtful leadership development, and ensuring the organization remains responsive to the evolving needs of men experiencing homelessness.

Aaron Rosenbeck Operations and Facilities Senior Manager

Aaron Rosenbeck oversees PorchLight s facilities and information technology, ensuring the systems and environments that support staff and services function reliably. He supports the Executive Director and leadership team by strengthening organizational infrastructure, addressing operational challenges, and improving internal systems that enable day-to-day effectiveness.

Aaron brings a practical, service-oriented approach to managing facilities and technology across a complex, multi-site organization. He prioritizes safety, responsiveness, and continuity, working across departments to reduce disruption and improve coordination. His leadership helps ensure PorchLight remains prepared, connected, and operationally sound as programs grow.

Bill Murphy, MSW, LICSW Behavoral Health Senior Manager

Bill Murphy, MSW, LICSW, provides senior leadership across PorchLight’s Behavioral Health and Housing teams, guiding integrated services that support client stability and well-being. Since joining the organization in June 2023, he has brought clinical expertise and operational focus to programs that address complex needs. Bill emphasizes coordination, accountability, and access to care that supports both immediate safety and long-term progress.

The Behavioral Health team supports clients through direct services and referrals informed by diverse professional expertise. Originally from New York City, Bill brings a systems-oriented clinical perspective to his work, centering mental and emotional health alongside housing stability. Bill values collaboration, ethical practice, and responsive leadership that strengthens outcomes and keeps services grounded in trust, consistency, and client-centered care.

Jose Medrano Shelters Senior Manager

Jose Medrano serves as Senior Manager of Shelters, providing leadership across PorchLight’s Emergency Men’s Shelter, Day Center, and Rotating Shelter. Since joining the organization in 2021, he has guided complex shelter systems that require coordination, regulatory alignment, and consistency. Jose focuses on ensuring programs operate effectively within evolving community and operational demands.

Jose brings extensive experience working with government partners and navigating public systems that shape shelter operations. He emphasizes compliance, clear processes, and cross-agency collaboration to support stable access to shelter services. His leadership strengthens PorchLight’s ability to operate reliably while responding thoughtfully to changing conditions across East King County.

Cipriano “Cip” Gutierrez Director of Human Resources

Cipriano “Cip” Gutierrez leads human resources at PorchLight with a focus on building a strong, mission aligned team. Originally from Chicago and now living in Seattle, Cip joined the organization in August of 2023. As Director of Human Resources, he recruits and develops talent who help keep clients supported and programs moving forward.

In his role, Cip ensures PorchLight stays current with employment laws and best practices. He fosters a workplace culture grounded in respect, inclusion, and clear communication. By combining strategic hiring with thoughtful HR operations, Cip helps create a stable, engaged workforce that strengthens PorchLight’s ability to serve the community with care.

Shirley Tolstykh Director of Finance

Shirley Tolstykh supports PorchLight’s mission by overseeing the financial systems that sustain program operations. Since joining in March 2022, she has managed government grants that fund essential services, ensuring accuracy, compliance, and responsible stewardship. Her work establishes strong internal controls that protect resources, strengthen accountability, and provide consistent, reliable financial support for the clients and programs we serve.

With over a decade of experience in finance and operations within the nonprofit sector, Shirley brings precision, transparency, and steady leadership to her role. She partners closely with program teams, auditors, and funders to translate complex requirements into effective practices. Her focus on integrity and consistency ensures PorchLight delivers services backed by secure financial operations and lasting public trust and confidence across the organization.

Kerri O’Farrell Director of Development and Communications

Kerri O’Farrell is an impact professional who brings strategic thinking, energy, and clarity to her role at PorchLight. Since joining in July 2023 as Director of Development and Communications, she has led fundraising, donor engagement, and external communications. Her work connects PorchLight’s mission with community generosity, strengthening long-term relationships and ensuring philanthropic support advances stable housing and critical services.

Kerri draws on decades of experience as an award-winning television producer and writer, using ethical storytelling to center dignity, accuracy, and impact. She believes strong communications build trust and drive action. At PorchLight, she invests deeply in her team, develops individual strengths, and fosters collaboration so staff, partners, and donors work together toward lasting outcomes for the community served.
